If you need to edit the batch file later, browse to the Startup folder in Windows Explorer, right-click the file and click "Edit." Double-clicking the file will run the batch file immediately.
If a Program in Startup folder is not launching on startup then create a Mod Batch file, change Registry, etc. in Windows 11/10 to fix the issue.
Then, that batch file would run the commands on whatever fat32 partitions (unless you're going to get NTFSDOS or some similar utility that lets you read and write to NTFS partitions).
